Annual Report: Child Care Services

The Alamo Area Development Corporation (AADC) is contracted by the City of San Antonio (COSA) to provide childcare assistance in the 11 rural counties of the Alamo Region. AADC leases employees from AACOG to provide Rural Child Care Services (CCS). The CCS program helps parents pay for childcare while they work or attend school or training in approved target occupations. CCS Income Eligible parents pay a portion of their cost of care, based on the household’s gross income and size and according to a sliding fee scale. With child care needs addressed, parents are able to maintain stability in employment and training, which in turn, adds to their earning potential. As parents’ incomes grow, the parents’ share of the cost also increases incrementally until they transition to self-sufficiency.

On average, 1,662 rural children receive CCS financial assistance for childcare each month. This assistance not only allows parents to begin or continue employment or training, but also allows their children to receive quality childcare while the parent participates in those work or training activities. CCS coordinates this subsidized service with an average of 163 regulated childcare providers in the 11 rural counties, with 18 of these designated with the quality indicator of Texas Rising Star providers.

Heather Hughes, shown here with her daughter, Jadin, age 8, was able to attend school full-time, partially due to the assistance she received from CCS. Ms. Hughes made the most of her opportunities, graduating with a doctorate in Physical Therapy while maintaining a 4.0 grade point average.

Upon graduation, Ms. Hughes received job offers from two different companies, each with starting salaries of over $60,000 per year. She accepted a position in New Braunfels as she wanted to give back and remain a part of the community that had helped her when she needed it. She is grateful to be completely self-sufficient, employed in her chosen career field through which she is now helping others.
