Public Notice FY2011 Regional SW Grant Program to Public Entities January 2010

The Alamo Area Council of Governments (AACOG), in cooperation with the Texas Commission on Environmental Quality (TCEQ), announces availability of applications for the Municipal Solid Waste Grant Funding for Fiscal Year 2011, program application. The total funding available for FY 2011 is $625,000 for eligible entities in the AACOG 12-county region. 

The following public entities are eligible for grant funding under this program: cities, counties, public schools districts (excluding universities and post secondary educational institutions), general and special law districts created in accordance with the authority and responsibility for water quality protection or municipal solid waste management (e.g., river authorities and municipal utility districts), and councils of governments. 

Eligible entities may subcontract with other entities, non-profit organizations or state and federal governments.  Private entities, non-profit organizations, state and federal governments are not directly eligible for grants.  These must partner with an eligible entity.  Eligible project categories in the AACOG region are: 1) Source Reduction and Recycling; 2) Local Enforcement; 3) Litter and Illegal Dumping Clean-Up and Community Collection Events; 4) Citizens' Collection Stations and “Small” Registered Transfer Stations; 5) Household Hazardous Waste (HHW); 6) Education and Training Projects; 7) Technical Studies (limited to feasibility studies; 8) Local Solid Waste Management Plans; 9) Other Types of Projects. 

Applications are due March 19, 2010 by 10:00 a.m.  Late applications will be discarded.  No faxed applications will be accepted.  Technical assistance is available for public entities that are eligible for grant funding.  Please contact:  Dr. Georgia Zannaras, Resource Recovery Manager, at (210) 362-5287 for an appointment.   A pre-application workshop will be held at the AACOG offices on Friday, February 12, 2010, at 1:30 p.m. in the Al J. Notzon III Board Room.

Public Notice FY2011 Regional SW Grant Program to Private Industry January 2010

This notice is issued by Alamo Area Council of Governments (AACOG) to advise private industries providing recycling or solid waste services within the AACOG region that applications are being accepted from local governments for grant funding for recycling and other solid waste management projects within the region. These funds are provided through a grant from the Texas Commission on Environmental Quality (TCEQ), under the authority of Section 361.014, Texas Health & Safety Code.

In accordance with the statutory provisions, a project or service funded under this program must promote cooperation between public and private entities and may not be otherwise readily available or create a competitive advantage over a private industry that provides recycling or solid waste services.

In order to comply with these requirements, applicants with projects that will provide recycling or other solid waste services are asked to notify private industries providing similar services within the geographic service area of the project, to ensure that any questions about the proposed project can be addressed early in the application process. This notification process is not required for projects where a recycling or solid waste service will not be provided. If you are contacted by a local government about a proposed project, we recommend you respond as soon as possible with any concerns you may have about the project.  

In addition to this coordination process by the local governments, the applications, which are due at AACOG on March 19, 2010 at 10:00 a.m., will be available for public review during the time period and at the location listed below. A summary listing all submitted applications will be posted at (www.aacog.com) on March 22, 2010.

If you have any questions, comments or concerns regarding a proposed project, as it relates to compliance with statutory provisions, you may submit them in writing to the listed address below by 4:30 p.m. on April 5, 2010. If you submit comments, you will be notified of the date and time the projects will be reviewed by our Resource Recovery Committee, and will be afforded the opportunity to discuss your concerns with the Committee.

The Committee recommendations will be provided to the AACOG Board of Directors, which will make the final project selection decisions at the April 28, 2010 Board meeting. Per the procedures established by the TCEQ, if a private industry submits comments opposing a project based on the statutory provisions, and the project is selected for funding, that private industry may then appeal the project selection to the TCEQ.
