To execute the policies of the Area Council and Board of Directors, organize and direct the staff, and represent the organization at the local, state, and national levels.
1. Reports to: Board of Directors
2. Directs: Deputy Executive Director, Deputy Director, Quality Assurance Director, Executive Assistant and other staff as necessary.
3. Other: Works closely with representatives of all local government members; has frequent contact with other local elected officials, state and federal governmental officials, representatives of community and statewide associations and groups, and the media.
The Executive Director is the chief executive officer of the organization and principal policy advisor to the Board of Directors, performing highly responsible managerial and supervisory work in planning, organizing, and directing the operations of the organization. Duties include advising on policy matters, administering policies, structuring the organization and recommending staffing and budgets to the Board of Director as well as representing the agency to the public.
Keeps Area Council and Board of Directors informed on progress in all program areas and on any other pertinent matters relating to organizational operations;
Encourages and takes positive steps to assure participation in organizational activities by the membership;
Prepares materials for and assists with meetings of the Area Council and Board of Directors;
Develops plans for the personnel, financial, and program aspects of the organization, as well as professional and educational development of the staff;
Maintains oversight of regional council programs, administrative functions, and staff and provides general leadership and direction;
Reviews all applications submitted on behalf of the agency and those to the agency for review and comment;
Represents the organization before local, state, and national organizations as needed;
Represents the organization through membership on various boards and organizations. These memberships currently include the Austin San Antonio Inter-Municipal Commuter Rail District Board, San Antonio Metropolitan Planning Organization Board, San Antonio Bexar County Joint Commission on Elderly Affairs, San Antonio Mobility Coalition, Metropolitan Partnership on Energy, South Texas Business Fund and SA, Inc;
Serves as unpaid Executive Director of the Alamo Area Development Corporation and as unpaid Secretary of the Alamo Area Housing Finance Corporation;
Makes presentations about the regional council and its work to a variety of organizations and groups; and,
Performs other duties as may be required.
Excellent working knowledge of and ability to apply general management principles; ability to establish and maintain effective working relationships with officials in local, state, and federal government, and in the private sector; extensive knowledge of and ability to interpret and communicate to others laws, rules, regulations, and guidelines on a variety of programs; demonstrated ability to select, develop, organize, motivate, and effectively utilize staff; good general understanding of budgeting procedures and multi-funded financing operations; ability to communicate effectively orally and in writing; and ability to work independently and creatively.
A master's degree in public administration, business administration, planning, or a related field, plus at least five years' progressively responsible experience in public administration, including managerial and supervisory experience and experience in planning intergovernmental relations;
OR
A bachelor's degree in government, public or business administration, education, social sciences, or a related field, plus at least seven years' progressively responsible experience in public administration, including managerial and supervisory experience and experience in planning or intergovernmental relations;
OR
At least ten years' progressively responsible experience in public administration, including managerial and supervisory experience and experience in planning or intergovernmental relations, plus high school graduation or its equivalent.
Must be bondable and must have a valid Texas driver's license or be willing to transfer license from another state or available alternate means of transportation.
