On December 9, 2002, the Memorandum of Agreement (MOA) of the Early
Action Compact was signed during a regularly scheduled meeting of the Air
Improvement Resources Committee of the Alamo Area Council of Governments. The MOA is Chapter V of The Clean Air Plan for the San Antonio Metropolitan Statistical Area.
