I. Opening
A. Don McFarland opened the meeting at 9:02 a.m.
II. Discussion of requirements for the Domestic Preparedness Funding of Regional Equipment Allocations.
Jurisdictions that completed the domestic preparedness assessment are eligible to receive allocations for equipment. Additional allocations for regional equipment have been made to the following jurisdictions:

Don discussed the Regional Equipment Allocation conditions.
1. Have the required Regional Mutual Aid Agreements in place and on recorded with AACOG no latter than Dec. 31. 2003
2. Have Basic Emergency Management Plan and Terrorist Annex V in place with TDPS-DEM no later than DEC 31, 2003
3. Ensure completion of training to a WMD “Operations” level within 9 months of receipt of grant award for First Responders that will be actively supporting a Weapons of Mass Destruction event
4. Purchase allocated equipment that meet the specifications set forth by the Alamo Area Council of Governments Board of Directors through its Regional Emergency Preparedness Advisory Committee.
5. House, maintain, and make available equipment on a twenty-four hour, 7-day a week basis.
6. Have trained personnel who will be responsible for this equipment.
They also asked AACOG staff to research and try to obtain clarification from the State, TARC and/or the Attorney General’s office on the following issues relating to Mutual Aid agreements: the interface between inter-jurisdictional mutual aid agreements and mutual aid agreements with AACOG; who will cover unknown/unanticipated costs; insurance coverage; deployed/communications procedures.
Staff will be working with the First Responder committees and the Regional Equipment grantees to develop responses/protocols for the following: procedures on trailers standardization; communications training rules for regional equipment; funding for restocking the equipment shelf life and replenishment
Staff will provide update on training and equipment purchases
Regional equipment grantees will convene into committees so that specifications for the decontamination and communications trailers can be developed. Notification of the meeting dates will be forwarded by Don McFarland.
