Job Title: Homeland Security Coordinator

Objective:

To provide technical and procedural guidance in the coordination of Homeland Security programs to local governments.

Organizational Relationships:

1.      Supervised by: Homeland Security Director.

 

2.      Employees Supervised: This is a non-supervisory position, however may provide work assignments and guidance to Homeland Security Specialists.

 

3.      Other: Works with the Governor’s Criminal Justice Division; with a variety of local, state, and national agencies involved in emergency management; All Hazards and Homeland Security programs; local elected officials; and the general public.

 

General Statement of Duties:

This is a generally non-supervisory position.  Duties involve providing planning support and coordination relating to Homeland Security; coordinating submission of program data; and serving as a lead worker to the Homeland Security Specialists.

 

Examples of Work:

Essential Duties

 

Provides planning support and coordination to the Urban Area Security Initiative and Advisory Committees;

Coordinates submission of program data to the Governor’s Division of Emergency Management;

Provides technical assistance and procedural guidance to local governments and grantees;

Prepares materials, organizes, and conducts workshops in support of Homeland Security programs;

Provides monitoring assistance to various agencies and grantees;

Assists in preparation of division budget;

Prepares cost estimates for and purchases equipment and supplies; and

May assign work and provide guidance to other division staff.

Performs such other duties as may be required.

 

Required Knowledge, Skills, and Abilities:

Ability to establish and maintain effective working relationships with officials in the public and private sectors; extensive knowledge of, and ability to interpret and communicate to others, rules, regulations, and guidelines prepared by state and federal agencies related to emergency preparedness programs; ability to communicate effectively, both orally and in writing; familiarity with grant requirements and ability to compare and evaluate grant proposals; and knowledge of planning principles and ability to apply planning techniques.

 

Acceptable Experience and Training:

A bachelor's degree in emergency management, public administration, or a related field, plus at least two years of experience in emergency management operations;

 

OR

 

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

Certificates and Licenses Required:

Valid Texas driver's license or available alternate means of transportation.  Other certifications related to emergency preparedness is desired.
