Coming Soon: TERP Rebate Grants Program

The Texas Commission on Environmental Quality (TCEQ) Texas Emissions Reduction Plan (TERP) program recently announced its 30-day notice for the upcoming Rebate Grants program.  Rebate Grants will be awarded on a first-come, first-served basis to repower or replace older heavy-duty diesel vehicles and select non-road equipment.

Application forms may not be submitted until the grant program officially opens on or after July 21, 2020.  Grant documents from previous years including the project application and Rebate Grant Amount Tables are provided for your reference at www.terpgrants.org.  Final grant documents for the 2020 Rebate Grants program will be made available once the grant round officially opens.

Eligible Applicants: 

Eligible applicants include individuals, corporations, organizations, governments or governmental subdivisions or agencies, business trusts, partnerships, associations, or any other legal entity.  Applicants meeting the definition of a small business may be provided special consideration for funding.  Eligible applicants must:

  • have owned and operated the equipment being replaced for at least the two years immediately preceding the application signature date; and
  • commit to use the grant-funded equipment at least 55% of the annual mileage or hours of operation in one or more of the eligible areas designated below.

Eligible Areas: 

  • Austin Area: Bastrop, Caldwell, Hays, Travis, and Williamson Counties
  • Beaumont-Port Arthur Area: Hardin, Jefferson, and Orange Counties
  • Corpus Christi Area: Nueces and San Patricio Counties
  • Dallas-Fort Worth Area: Collin, Dallas, Denton, Ellis, Henderson, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise Counties
  • El Paso Area: El Paso County
  • Houston-Galveston-Brazoria Area: Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery, and Waller Counties
  • San Antonio Area: Bexar, Comal, Guadalupe, and Wilson Counties
  • Tyler-Longview Area: Gregg, Harrison, Rusk, Smith, and Upshur Counties

TCEQ will host one or more informational webinars prior to the opening of the grant round.  The webinar will be free and open to the public.  You must RSVP to terp@tceq.texas.gov to receive instructions for joining.
