Early Action Compact Semi-annual Reports

Protocol for the Early Action Compact (EAC) stipulates that areas participating in the compact will assess and report their progress against milestones every six months. The Clean Air Plan for the San Antonio Metropolitan Statistical Area (MSA) is responsible for detailing and demonstrating the MSA’s commitment to achieving and maintaining the 8-hour ozone standard through regional voluntary efforts. The implementation of the Clean Air Plan occurs through progress against prescribed milestones stipulated by the Environmental Protection Agency on a set timeline.

This document set was provided for initial review by the public and the Air Improvement Resources (AIR) Technical Committee on May 14, 2007. The documents were approved by the AIR Technical Committee on June 11, 2007 and given final approval by the AIR Executive/Advisory Committees on June 13, 2007.

Eighth Semi-annual Report: The Early Action Compact for the San Antonio Region

This document was distributed for initial review to the Air Improvement Resources (AIR) Technical Committee on November 13, 2006 and posted online in draft form for general public review. The AIR Technical Committee approved the final draft on December 11, 2006. The AIR Executive/Advisory committees reviewed and approved the final draft on December 13, 2006.

This report contains five additional Appendices:

  • Appendix A – Outreach Efforts
  • Appendix B – Transportation Emission Reduction Measures (TERMs)
  • Appendix C – Major New Permits
  • Appendix D – Early Action Compact Progress
  • Appendix E – Emissions Inventory Modeling Progress Chart
  • In addition to the five Appendices listed above, the Natural Resources Department has prepared a year-end review of the extensive Public Outreach and Educational efforts put into place during 2006 by AACOG Staff and many regional partners, with the special support and participation of the Air Improvement Resources Committee System.

    Seventh Semi-annual Report: The Early Action Compact for the San Antonio Region

    The Seventh Semi-Annual Report was finalized for submission to the Texas Commission on Environmental Quality and the US Environmental Protection Agency, and posted on June 30, 2006.

    Sixth Semi-annual Report: The Early Action Compact for the San Antonio Region

    A series of special reporting milestones for the sixth Semi-Annual Report for all Early Action Compact areas were handed down by the US Environmental Protection Agency (EPA). In a memo dated October 17, 2005 from G.T. Helms, Group Leader, Ozone Policy and Strategies Group in Research Triangle Park, the EPA outlined a series of requirements for reporting progress in implementation of control strategies named in the State Implementation Plans developed under the EACs for each region. One of the requirements in the EAC protocol was that these control strategies would be implemented no later than December 31, 2005. The deadline for the final version of the Sixth Semi-Annual Report is December 31, 2005.
