Tailpipe Emissions
EPA-regulated vehicle exhaust emissions released through the vehicle tailpipe.  Tailpipe emissions do not include evaporative and refueling emissions, which are also regulated by EPA.  EPA published allowable emission levels and vehicle certification standards in the Code of Federal Regulations.  Source: Alternative Fuel Vehicle Group.
TCEQ
TNRCC LogoThe TCEQ is the Texas Commission on Environmental Quality. They are the government body in the State of Texas that regulate most natural resources, including water and irrigation.  The TCEQ is also in charge of bringing fines against people violating the environmental laws.

Texas Forest Service
The Texas Forest Service is mandated by law to "assume direction of all forest interests and all matters pertaining to forestry within the jurisdiction of the state."  Their mission is to "provide statewide leadership to assure the state's forest, tree and related natural resources are wisely used, nurtured, protected, and perpetuated for the benefit of all Texans."

Toxic Emission
Any pollutant emitted from a source that can negatively affect human health or the environment.  Source: Alternative Fuel Vehicle Group.
Transportation Conformity
Conformity is a way to ensure that Federal funding and approval are given to transportation activities that are consistent with air quality goals.  This means it ensures that these transportation activities do not worsen air quality or interfere with the purpose of the State Implementation Plan (SIP) , which is to meet the U.S. Environmental Protection Agency (EPA) standards for air quality. Meeting these standards often requires emission reductions from mobile sources.

Two Speed Idle
Two Speed Idle (TSI) is a type of exhaust emissions test for vehicles in which a probe is inserted into the vehicle’s tailpipe and reads the amount of ozone precursors that are being emitted.

Ultra-Low Emission Vehicle (ULEV)
Describes vehicle meeting either EPAs CFV, ULEV standards or CARBs (California Low-Emission Vehicle Program) ULEV standards.  ULEVs produce fewer emissions that LEVs.  Fleets that purchase CFV ULEVs may earn credits under the Clean-Fuel Fleet Vehicle Program.  Source: Alternative Fuel Vehicle Group.
V
Variable Fuel Vehicle (VFV)
A vehicle that has the capacity of burning any combination of gasoline and an alternative fuel.  Also known as a flexible fuel vehicle.  Source: Alternative Fuel Vehicle Group.
Vehicle Conversion
Retrofitting a vehicle engine to run on an alternative fuel.  Source: Alternative Fuel Vehicle Group.
VIA Metropolitan Transit
VIA Logo VIA Metropolitan Transit has been in operation since 1978 when it took over public transit operations from the City of San Antonio. Today, VIA serves over 1,200 square miles of Bexar County, including San Antonio, 18 additional area municipalities, and unincorporated areas of the County.

VOCs
Volatile Organic Compounds, which are emitted from various sources, including motor vehicles, chemical plants, refineries, factories, consumer and commercial products, plants, and other industrial sources.
Voluntary Mobile Source Emission Reduction Program
A program established by EPA to encourage voluntary emission reduction programs that can be part of a state implementation program.  Source: Alternative Fuel Vehicle Group.

Z
Zero Emission Vehicle (ZEV)
Any vehicle that is certified by the California Air Resources Board to have zero tailpipe emissions.  The only vehicles that currently qualify as ZEVs are electric vehicles.  Source: Alternative Fuel Vehicle Group.
