The meeting was called to order at 1:00 p.m. by Mayor Marcy Meffert.

 

Roll Call was taken and a quorum established.

 

There were no citizens to be heard.

 

Next, Mr. Notzon gave his Executive Director’s Report.

 

The next item was to consider and act upon the following items on the consent agenda.

 

A.     Consider and act upon approval of the March 26, 2003 Minutes.

 

B.  Consider and act upon the following Status Reports:

 

1.      Grants

2.      Recoveries

3.      Income Statement

4.      Balance Sheet

5.      Board Expenditures

6.      Texpool Quarterly Report

 

C.  Consider and act upon attendance by Board and staff to the 37th Annual Conference of the National Association of Regional Councils (NARC) June 20-24, 2003.

 

D.  Consider and act upon authorization to submit the following grant applications:

 

1.  Department of Housing and Urban Development to study the dynamics of change in metropolitan areas over the last 30 years - $40,000.

2.    SBC Foundation for the purpose of assisting the economic development efforts in Karnes County - $25,000.

 

E.  Consider and act upon the following as recommended by the Alamo Area Agency on     Aging:

 

1.  Budget revision.

2.  Release a Request for Proposal for Medication Education.

3.  Release a Request for Proposal for FY 04-06 Title III Services.

 

F.      Consider and act upon the following as recommended by the Bexar Senior Advisory Committee:

 

1.   Release a Request for Proposal (RFP) up to $54,000 for Medication   Management. 

2.  Request for Proposal (RFP) up to $12,000 for a Senior Resource Directory.

3.  Request for Proposal (RFP) for the provision of services for older persons for FY04-06.

4.  Access & Family Caregiver Support Programs Proposed Vendors

5.  FY 03 Allocations.

 

G.        Consider and act upon authorization to release a Request for Proposal for the All Hazard Emergency Grant.

 

H.        Consider and act upon authorization to submit a proposal to the Capital Area Planning Council (CAPCO) for the Development of their 2002 NET Emissions Inventory.

 

I.           Consider and act upon RFP response on Maintenance and Data Quality Assurance for Air Quality Monitors in the San Antonio Metropolitan Statistical Area.

 

J.      Consider and act upon changing travel policies regarding long distance calls.

 

Upon Motion by Mayor Heath, seconded by Mayor Ramirez, the items on the consent agenda were unanimously approved.

 

The next item was to consider the following Committee Reports:

 

A.     Management Committee:

 

1.      Consider and act upon authorization to submit a continuation proposal and resolution to TXDOT for the Commute Solutions Program for FY 2003 in the amount of $206,636.

 

2.      Consider and act upon authorization to re-apply for 5311 funds for FY 2004 in the amount of $338,294.

 

Mayor Ramirez stated the Committee recommends approval of items 1 and 2.  After consideration, the Motion carried unanimously.

 

B.     Air Improvement Resources Executive Committee

 

Mayor Heath reported on the Air Improvement Resources Executive Committee meeting.  No action required.

 

C.     Area Judges

 

Judge Evans reported on the Area Judges meeting.  No action required.

 

D.     Planning and Program

 

Commissioner Kight reported on the Planning and Program Committee meeting.  He indicated that the Committee recommended approval of membership to the Alamo Senior Advisory Committee, approval to submit the FY 04-06 Area Plan to TDOA for Bexar and Alamo Senior Advisory Committees.  The Committee also recommends approval of membership to the Criminal Justice Advisory Committee, Health and Human Services Advisory Committee, Regional Emergency Preparedness Advisory Committee, Air Technical Committee, Air Advisory Committee and Rural Public Transportation Committee.  After consideration, the Motion carried unanimously.

 

E.      Alamo Area Development Corporation

 

Mayor Ramirez stated the Committee would meet after the Board meeting.

 

F.      Legislative Committee

 

Judge Barden reported on the Legislative Committee meeting.  No action required.

 

The next item was to consider and act upon the following as recommended by the Regional Health and Human Services Advisory Committee:

 

A.     Texas Dept. of Health, “Childhood Lead Poisoning Prevention Programs”. Funding: $2,005,939 Funding Source: Center for Disease Control and Prevention.

 

B.     Alamo Community College District, “ACCD Consortia for Leadership Development and Community”. Funding: $400,000 Funding Source: Corporation for National and Community Service.

 

C.     El Centro del Barrio, “Expanded Medical Capacity”. Funding: $600,000 Funding Source: US Dept. of Health and Human Services.

 

D.     San Antonio ISD, “Demonstration Projects for Children with Disabilities”. Funding: $683,470 Funding Source: US Dept. of Education.

K.    The University of Texas Health Science Center at San Antonio, “San Antonio Fighting Back to Prevent/Reduce Illegal Drug Use by Youth”. Funding: $100,000 Funding Source: Office of Juvenile Justice and Delinquency Prevention.

 

L.      University of the Incarnate Word, “San Antonio Learning Community”. Funding: $138,164 Funding Source: US Dept. of Education.

 

M.   Attorney General of Texas, “Update: Texas State Plan for Child Support”. Funding: $0 Funding Source: US Dept. of Health and Human Services.

 

Mr. Dean Danos stated the Committee recommends favorable review on items A through M.  After consideration, a Motion was made by Commissioner Kight, seconded by Judge Evans, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:

 

A.     Southwest Research Institute.  “Surveys, Studies, Investigations & Spec. Purps GTS Comparison of Imaging Capabilities Between Ultrasonics & Radiography.”  Funding:  Environmental Protection Agency:  $36,606.

 

B.      U.S. Air Force, Randolph Air Force Base.  “Military Family Housing Renovation and Replacement Projects.”  Type:  Draft Environmental Assessment on Proposed Action.

 

C.     Davis-Penn Mortgage Company for WB Affordable Housing, L.P.  “Wurzbach Manor Apartments-Multifamily Housing Project.”    Funding:  U.S. Department of Housing:  $9,241,000.

 

D.     City of Kerrville.  “Infrastructure Improvements to Louis Schreiner Field.”  Funding:  Texas Community Development Program:  $750,000.

 

David Carrothers stated the Committee recommends favorable review on items A through D.  After consideration, a Motion was made by Mayor Heath, seconded by Commissioner Williams, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon approval of a Resolution in support of Older Americans Month as recommended by the Alamo and Bexar Senior Advisory Committees.

 

A Motion was made by Commissioner Kight, seconded by Mr. Mull approval of the Resolution in support of Older Americans Month.  The Motion carried unanimously.

 

The next item was to consider and act upon approval of an Ombudsman Day Proclamation as recommended by the Alamo and Bexar Senior Advisory Committees.

David Harris stated the Committee recommends favorable review on items A through V.  After consideration, a Motion was made by Mr. Mull, seconded by Mayor Ramirez, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon approval of a Resolution in Support of Fair Housing Month.

 

Rose Jackson stated staff recommends approval of a Resolution in Support of Fair Housing Month.  After consideration, a Motion was made by Judge Evans, seconded by Mr. Mull approval of the resolution.  The Motion carried unanimously.

 

The next item was to consider and act upon appointing a committee for the 2004 Texas Association of Regional Councils Annual Conference in San Antonio, Texas.

 

A Motion was made by Judge Evans, seconded by Mr. Mull to appoint Commissioner Kight, Commissioner Larson, Commissioner Tommy Adkisson, Mayor Heath, Mayor Ramirez and one COSA representative to the committee for the 2004 TARC Annual conference in San Antonio, Texas.  The Motion carried unanimously.

 

The next item was an Executive Session to discuss the Executive Director’s Performance Evaluation and merit consideration.

 

After Executive Session, a Motion was made by Judge Barden, seconded by Mayor Heath authorization for a 4% merit consideration for the Executive Director.  The Motion carried unanimously.
