The meeting was called to order at 1:00 p.m. by Mayor Marcy Meffert.
Roll Call was taken and a quorum established.
Mr. Notzon gave his Executive Director’s Report.
The next item was consider and act upon the following items on the Consent Agenda.
A. Consider and act upon approval of the February 27, 2002 Minutes.
B. Consider and act upon the following:
1. Grants
2. Recoveries
3. Income Statement
4. Balance Sheet
5. Board Expenditures
C. Consider and act upon FY 2003 MPO projects in the amount of $420,000.
D. Consider and act upon approval of the Executive Director to apply for Environmental Protection Agency Mobile Source Outreach funding in the amount of $100,000 for FY 2003-2004.
E. Consider and act upon the following as recommended by the Alamo Area Agency on Aging:
1. Budget Allocations
2. Release Request for Proposals for Caregiver Special Projects
F. Consider and act upon the following as recommended by the Bexar Area Agency on Aging:
1. Caregiver Program Proposed Vendors FY2002
2. FY 2002 Proposed Allocations
a. Access Programs
b. Contracts
c. Caregiver Program
3. Release a Request for Proposal for 3-4 awards of $20,000 - $30,000 to assist the needs of grandparents who have legal responsibility for their grandchildren.
4. Release a Request for Proposal for 6-10 capacity building awards of $10,000 - $35,000 to organizations who can demonstrate an unmet need facing caregivers and an ability to expand services to meet that need.
G. Consider and act upon authorization for the Executive Director to negotiate a vehicle maintenance agreement.
Upon Motion by Mayor Ramirez, seconded by Mr. Ruckman, the items on the consent agenda were unanimously approved.
The next item was to consider and act upon the following Committee Reports:
A. Management Committee
1. Consider and act upon Public Funds Investment Act Policies for the Alamo Area Council of Governments.
2. Consider and act upon approval to create the following positions:
a. Natural Resources Transportation Specialist
b. Accounts Receivable Clerk
3. Consider and act upon changing the fixed asset inventory threshold from $500 to $5000.
Mayor Raymond Ramirez stated the Management Committee recommends approval of items A 1-3. After consideration, the Motion carried unanimously.
B. Audit Committee
Consider and act upon approval of the 2001 Audit.
Mr. Santos Fraga of Padgett, Stratemann presented the 2001 AACOG Audit. Mr. Fraga reported on the audit noting their comments on the Management Letter and indicated that the Audit Committee thoroughly reviewed the audit it’s entirety. Commissioner Guadarrama stated the Committee recommends approval of the 2001 AACOG Audit. After consideration, the Board members approved the 2001 AACOG Audit. Judge Henneke abstained from the vote noting that he could not approve an Audit that he received thirty minutes before the meeting. The Motion carried.
C. Air Improvement Resources Committee
Mayor Heath reported on the Air Improvement Resources Committee. No action required.
D. Area Judges
Commissioner Milliken reported on the Area Judge Committee. No action required.
E. Planning and Program
Commissioner John Kight stated the Committee recommends approval of the Rural Public Transportation Advisory Committee’s recommendation to approve the newly adopted By-Laws and Standing Operating Procedures. After consideration, the Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Regional Health and Human Services advisory Committee:
A. JOVEN, “TEJAS”. Funding: $326,892 Department of Health and Human Services
B. Judson Independent School District, “School of Success 2-Judson ISD”. Funding: $360,500 United States Department of Education
C. Motivation Education & Training, Inc., “ Migrant and Seasonal Farmworkers”. Funding: $3,500,000 United States Department of Labor
D. Northside Independent School District, “Northside ISD Smaller Learning Communities Grant Program”. Funding: $293,000 United States Department of Education
E. San Antonio Independent School District, “San Antonio ISD-Smaller Learning Communities Program”. Funding: $2, 074,290 United States Department of Education.
Toni Van Buren stated the Committee recommends favorable review on items A – E. After consideration, a Motion was made by Commissioner Guadarrama, seconded by Mayor Heath approval of the Committee’s recommendation. The Motion carried unanimously.
The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:
A. Southwest Texas State University. “Childhood Cancer and Proximity to Environmental Hazards. Type: EPA Star Grant. Funding: $228,579.
B. Texas Parks and Wildlife. “Sport Fish Restoration – Freshwater Game Fish Environmental Assistance and Technical Guidance.” Funding: U.S. Fish & Wildlife Service: $680,000.
C. Green Valley Special Utility District. “Water System Improvements.” Funding: USDA Rural Development Water and Waste Program: $583,427.
D. Benton City Water Supply Corporation. “Rossville Water Treatment Facility.” Funding: Department of Agriculture – Rural Development Agency: $733,710.
E. City of Hondo. “Construction of Hondo Airport Hangers.” Funding: Economic Development Administration. :$2,012,652.
F. Lackland Air Force Base, TX. “Additional Private Sector Financed Housing Units.” Type: Finding of No Significant Impact (FONSI) – Environmental Assessment (EA).
G. Corporation for Development of Community Health Centers. “Establish Revolving Loan Fund.” Funding: USDA-Rural Business Service: $677,000.
H. Department of the Air Force/Air National Guard. “Deployment of Chaff and Flares in MOA’s Phase II.” Environmental Assessment.
Mr. David Carrothers stated the Committee recommends favorable review on items A, B, D and E. After consideration, a Motion was made by Mayor Heath, seconded by Mayor Ramirez, favorable review. The Motion carried unanimously. Mr. Carrothers also stated that the Committee recommends consensus to proceed on item F. After consideration, a Motion was made by Judge Montgomery, seconded by Commissioner Millikin, consensus to proceed. The Motion carried unanimously. Next, Mr. Carrothers stated the Committee recommends on item C. favorable review with condition that the applicant notifies the County Commissioner and County Judge of the project. After consideration, a Motion was made by Judge Sagebiel, seconded by Judge Evans approval of the Committee’s recommendation. The Motion carried unanimously. Next, Mr. Carrothers stated the Committee recommends on item G. Favorable review with the comments that the money after it looses its federal identity is prioritized to be invested in rural communities. After consideration, a Motion was made by Mayor Ramirez, seconded by Judge Evans approval of the Committee’s recommendation. The Motion carried unanimously. Next, Mr. Carrothers stated the Committee recommends on item H. consensus to proceed with the following conditions that the DOPAA be distributed to the Lower Rio Grande Valley Department Council for comments and that the environmental assessment include notification of Atascosa and Frio County officials for comments and that the Evergreen Water District, Nueces River Authority, San Antonio River be notified for comments on the Environmental Assessment. After consideration, a Motion was made by Commissioner Adkisson, seconded by Mr. Ruckman approval of the Committee’s recommendation. The Motion carried unanimously.
The next item was to consider and act upon approval to submit a letter to the Texas Department on Aging Board regarding legislative funding as recommended by the Bexar Senior Advisory Committee.
Pastor Ernie Lantz stated the Committee recommends approval to submit a letter to the Texas Department on Aging regarding legislative funding as recommended by the Bexar Senior Advisory Committee. After consideration, a Motion was made by Commissioner Adkisson, seconded by Judge Evans approval to submit the letter to Texas Department on Aging. The Motion carried unanimously.

Mr. David Harris stated the Committee recommends favorable review on items A-III and LLL. After consideration, a Motion was made by Commissioner Adkisson, seconded by Mayor Heath approval of the Committee’s recommendation. The Motion carried unanimously. Next, Mr. Harris stated the Committee recommends unfavorable review on items JJJ and KKK. After consideration, a Motion was made by Mayor Heath, seconded by Commissioner Adkisson, unfavorable review. The Motion carried unanimously.
The next item was to consider and act upon final draft of Standing Committee’s.
The Committee members reviewed and recommends approval of the Standing Committee’s. After consideration, a Motion was made by Judge Sagebiel, seconded by Commissioner Millikin approval of the Standing Committee’s. The Motion carried unanimously.
The next item was to consider and act upon authorizing the Executive Director to enter into agreement with H.E.B. to locate a surplus liquid Natural Gas Station on their property.
Mr. Notzon recommends approval to enter into an agreement with H.E.B. to locate a surplus liquid Natural Gas Station on their property. After consideration, a Motion was made by Commissioner Adkisson, seconded by Commissioner Guadarrama approval to enter into an agreement with H.E.B. The Motion carried unanimously.
The next item was to consider and act upon the nomination of Mayor Patrick Heath to an at-large position on the National Association of Regional Councils Board of Directors.
Mr. Notzon recommended approval to nominate Mayor Patrick Heath to an at-large position on the National Association of Regional Councils Board of Directors. After consideration, a Motion was made by Commissioner Adkisson, seconded by Commissioner Millikin approval of the nomination. The Motion carried unanimously.
The next item was to consider and act upon a resolution in support of disaster designation for the counties of Atascosa, Bexar, and Medina counties affected by last week’s severe weather.
Mr. Notzon stated staff recommends forwarding a letter in support of disaster designation for Bexar county only since the counties of Atascosa and Medina did not suffer as much damage as Bexar County in last week’s severe weather. After consideration, a Motion was made by Commissioner Adkisson, seconded by Commissioner Millikin. The Motion carried unanimously.
