The meeting was called to order at 1:00 p.m. by Commissioner Lyle Larson.
Roll Call was taken a quorum established.
Mr. Notzon gave his Executive Director’s Report.
The next item was to consider the following items on the consent agenda.

I. Consider and act upon approval of a reciprocal associate membership with Salado Creek Foundation.
J. Consider and act upon approval of the following as recommended by the Metropolitan Planning Organization:
1. FY 2001 Carryover funds for the Olmos Park Transportation Management Plan
2. Revise the project description for the Regional Park and Ride Program Project
A Motion was made by Mayor Heath, seconded by Commissioner Evans approval of the items on the Consent Agenda. The motion carried unanimously.

Consider and act upon approval of Criminal Justice Resolutions.
Mayor
Meffert stated the Committee recommends approval to submit a resolution for FY
2002, 2003, and 2004 funding for the Regional Police Training Academy and also
to submit a resolution for FY 2000, 2001 funding for Regional Criminal Justice
Planning, Coordination and Services, Regional Juvenile Justice Delinquency
Program Planning and Regional Youth Criminal Justice Education Program.
The Motion carried unanimously.
3. Consider and act upon Weatherization contract extension.
Mayor
Meffert stated the Committee recommends approval of the AACOG Weatherization
contract extension.
4. Consider and act upon proposed 2000/2001 Tesoro Operating Expense Reconciliation.
Mayor
Meffert stated the Committee recommends forwarding this item to the Board of
Directors for approval. After
consideration, a Motion was made by Mayor Meffert, seconded by Judge Evans
approval of the proposed 2000/2001 Tesoro Operating Expense Reconciliation.
The Motion carried unanimously.
The next item was to consider and act upon approval of Cost Allocation Plan.
Mayor
Meffert stated the Committee recommends forwarding this item to the Board of
Directors for approval. After
consideration, a Motion was made by Mayor Meffert, seconded by Judge Evans
approval of the Cost Allocation Plan. The
Motion carried unanimously.
B. Area Judges
Judge Quinney reported on the Area Judges meeting. No action required.
C. Planning and Program
Commissioner Kight reported on the Planning and Program Committee recommendations for membership. After consideration, a Motion carried unanimously approval of the recommendations for membership.
D. Audit Committee
Consider and act upon the financial statements of the Alamo Area Council of Governments for the year ended December 31, 2000.
Mayor Heath stated the Committee recommends approval of the financial statement of the Alamo Area Council of Governments for the year ended December 31, 2000. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Health and Human Services Advisory Committee:
A. Texas Fiesta Educativa. “The National Hispanic Center for Disability Center for Disability Technical Assistance (EL CENTRO).” Funding: U.S. Department of Education: $2,398,365.
B. San Antonio Independent School District. “Program Development and Implementation of ESL Middle School Model.” Funding: U.S. Department of Education: $488,835.
C. Comal County Juvenile Residential Supervision and Treatment Center, Inc. “Emergency Shelter Grants Program.” Funding: U.S. Department of Housing: $100,000.
D. University of Incarnate Word. “Extramural Research Facilities Construction.” Funding: National Institute of Health: $1,429,602.
Mr. Dean Danos stated the Committee recommends approval item A – D. After consideration, a Motion was made by Judge Evans, seconded by Judge Quinney, favorable review. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Economic Development Environmental Review Committee:

Mr. David Carrothers stated the Committee recommends consensus to proceed on items A, favorable review on items B, D, E, F and G, and consensus to proceed with recommendation to coordinate with South Texas COGS. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez approval of the recommendations. The Motion carried unanimously.
The next item was to consider and act upon approval of the following resolutions as recommended by the Alamo and Bexar Senior Advisory Committees:

Mr. Bob Zepeda stated the Committee’s recommend approval of the Older Americans Month and Ombudsman Day resolutions. After consideration, a Motion was made by Judge Quinney, seconded by Mayor Ramirez approval of the resolutions. The Motion carried unanimously.

Aurora Gonzales stated the Committee recommends approval of continued funding on items A – BB., favorable review upon receipt of corrected target population to reflect the correct age group of participants on item CC, favorable review upon receipt of budget amendment to reflect program income from the membership fees collected on item DD, unfavorable review due to ineligible activities under TAC section 3.2 Grantees may not use CJD funds or program income for proselytizing or sectarian worship on item EE, favorable review upon receipt of corrected target population to reflect the correct age groups of participants on item FF, favorable review upon receipt of cooperative working agreements from SAISD superintendent on item GG, favorable review upon receipt of corrected budget to reflect fringe at 7.65% on item HH, favorable review upon receipt of corrected budget by deleting administrative staff and adding 2% to indirect costs on item II, unfavorable review due to CJAC bylaws section 8.8, CJAC right to request additional information, failure to comply may result in not recommended for funding on item KK, favorable review upon receipt of cooperative working agreements from school districts targeted in the project on item LL, favorable review upon receipt of cooperative working agreements from SAISD superintendent on item OO, unfavorable review due to CJAC bylaws section 8.8, CJAC right to request additional information, failure to comply may result in not recommended for funding on item XX, favorable review upon receipt of new application cover-sheet reflecting three year commitment on item YY, favorable review upon receipt of cooperative working agreements from SAISD and Harlandale ISD on item AAA, favorable review upon receipt of revised budget reflecting the addition of fringe benefits to personnel on item BBB, favorable review on items JJ, MM, NN, PP – WW, ZZ, CCC, DDD, EEE – AAAA. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez approval of the recommendations from the Criminal Justice Planning Committee. The Motion carried unanimously.
The next item was to consider and act upon resolution as recommended by the Housing & Weatherization Advisory Committee in support of “Fair Housing Month.”
Mr. Ernie Lopez stated the Committee recommends approval of the resolution in support of “Fair Housing Month.” After consideration, a Motion was made by Judge Sagebiel, seconded by Mayor Ramirez approval of the resolution. The Motion carried unanimously.
The next item was to consider and act upon nominations for the NARC Tom Bradley Award.
A Motion was made by Commissioner Elizondo, seconded by Mayor Meffert to nominate Judge Sagebiel for the NARC Tom Bradley Award. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned.
