The meeting was called to order at 1:05 p.m. by Mayor Marcy Meffert.
Roll Call was taken and a quorum established.
The next item on the agenda was Citizens to be Heard.
Ms. Ida Kenney addressed the Board of Directors regarding the recent layoffs of Social Workers that care for the elderly. Mr. Jimmy Tobin also addressed the Board of Directors on recent legislative issues regarding aging services.
Next, Mr. Notzon gave his Executive Director’s Report.
The next item was to consider the following on the consent agenda.
A. Consider and act upon approval of the May 28, 2003 Minutes.
B. Consider and act upon the following Status Reports:
1. Grants
2. Recoveries
3. Income Statement
4. Balance Sheet
5. Board Expenditures
C. Consider and act upon approval of new Texas County District Retirement System rates for January 1, 2004.
D. Consider and act upon membership renewal with the Texas Municipal League in the amount of $500 for one year.
E. Consider and act upon membership renewal with the National Association of Regional Councils in the amount of $7,500 for one year.
F. Consider and act upon the following as recommended by the Alamo Senior Advisory Committee:
1. Responses to the Caregiver Education and Training Request for Proposal
2. Responses to the Medication Management Request for Proposal
3. Authorization to submit an application to the Administration on Aging and the Centers for Medicare and Medicaid Services through the Texas Department on Aging for up to $800,000 over three years to develop Aging and Disability Resources Centers.
4. Authorization to submit an application to the Texas Department on Aging for funds administered by the Centers for Medicare and Medicaid Services for up to $12,000 in funds to support the Benefits Counseling Program.
G. Consider and act upon authorization for the Chairman of the AACOG Board of Directors upon the recommendation of the Executive Director to select a contractor for the joint Bexar and Alamo Senior Directory in an amount not to exceed $21,000.
H. Consider and act upon authorization for the Executive Director to submit a payment for meteorological modeling refinement in an amount not to exceed $15,200.00.
I. Consider and act upon authorization to create the following positions:
1. Transportation Specialist
2. Transportation Coordinator
3. Commute Solutions Assistant
4. Vehicle Maintenance Specialist
A Motion was made by Commissioner Elizondo, seconded by Judge Evans approval of the items on the consent agenda. Item 5.F.3 and Item 5.I were pulled for discussion. After discussion, a motion was made by Judge Kendall, seconded by Commissioner Elizondo approval of item 5.F.3. The Motion carried unanimously. A Motion was made by Judge Evans, seconded by Judge Barden approval of 5.I. The Motion carried unanimously.
The next item was to consider the following committee reports:
A. Management Committee:
1. Consider and act upon authorization for the Executive Director to use up to $100,000 in fund balance to AACOG’s general fund for cash match.
Mayor Ramirez stated that the Committee recommends approval to authorize the Executive Director to use up to $100,000 in fund balance to AACOG’s general fund for cash match (see attached memo).
2. Consider and act upon the following as recommended by the Bexar Senior Advisory Committee:
a. Authorization to submit an application to private foundations for up to $10,000 for a Money Management program.
b. Authorization to submit an application to private foundations for up to $60,000 to continue Ombudsman services in assisted living and private board and care homes in Bexar County.
c. Authorization to submit an application to the Administration on Aging and the Centers for Medicare and Medicaid Services through the Texas Department on Aging for up to $800,000 over 3 years to develop Aging and Disability Resource Centers.
d. Authorization of Residential Repair Vendor.
e. Authorization to submit an application to the Texas Department on Aging for up to $12,000 for Benefits Counseling.
Mayor Ramirez stated the Committee recommends approval.
3. Consider and act upon authorization for the Chairman of the AACOG Board of Directors to select consultants for the All Hazard Emergency grant.
Mayor Ramirez stated the Committee recommends approval.
4. Consider and act upon Regional Emergency Preparedness Advisory Committee funding recommendations for the Domestic Preparedness grant awards.
Judge Quinney reported on this item and stated the Committee recommends approval of the funding recommendations for the Domestic Preparedness grant awards. The Motion carried unanimously.
B. Air Improvement Resources Executive Committee
Commissioner Millikin reported on the Air Improvement Resources Executive Committee meeting. No action required.
C. Area Judges
Judge Evans reported on the Area Judges meeting. Judge Evans stated the Committee recommends approval for the Executive Director to contract with Golden Crescent to provide Medicaid transportation in the AACOG region. The Motion carried unanimously.
D. Planning and Program
Judge Bautista reported on the Planning and Program Committee meeting reporting that the Committee recommends approval of the member appointment to the Alamo Senior Advisory Committee and by-laws and policy and procedures manual as submitted by the Regional Emergency Preparedness Advisory Committee. The Motion carried unanimously.
E. Alamo Area Development Corporation
Mayor Ramirez reported that the Alamo Area Development Corporation Committee approved the AADC Audit. The Motion carried unanimously.

Ms. Toni Van Buren stated the Committee recommends favorable review of items A through DD. After consideration, a Motion was made by Judge Evans, seconded by Judge Quinney, favorable review. The Motion carried unanimously.
The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:
A. San Antonio River Authority. “Watershed Protection and Flood Prevention – Rehabilitation of FRS No. 4 of the Martinez Creek Watershed.” Funding: U.S. Department of Agriculture – Natural Resource Conservation Service: $1,250,000.
B. 21st Century Health Care in America. “Feasibility Study for development and test market for software aka: Andropolis Health Management in targeted Priority Communities.” Funding: USDA Rural Development – Rural Business Opportunity Grants: $452,500.
Mr. David Carrothers stated the Committee recommends favorable review on item A. and unfavorable review on item B. After consideration, a Motion was made by Judge Evans, seconded by Judge Barden approval of the Committee’s recommendation. The Motion carried unanimously.
The next item was the Awards Presentation:

Mayor Meffert presented the awards to Pastor Ernie Lantz as Outgoing Chair to the Bexar Senior Advisory Committee and Mayor Patrick Heath as Outgoing Chair of the Air Improvement Resources Executive Committee. Councilwoman Bonnie Conner was also recognized as an Outgoing Board Member. Ramon Chapa, Jr. was presented an award as Regional Citizen of the Year, SMI-Texas for Corporate Citizen of the Year, San Antonio Low Vision Club’s Radio Reading Service and News Radio 1200 WOAI for Community Projects.
There being no further business to discuss, the meeting was adjourned to a reception for the awardees.
