Mayor Marcy Meffert called the meeting to order at 1:00 p.m.

 

Roll call was taken and a quorum was established.

 

Mr. Notzon gave his Executive Director’s Report.

 

The next item was to consider and act upon the following items on the consent agenda:

 

A.      Consider and act upon approval of the December 5, 2001 Minutes.

C.      Consider and act upon approval for staff and board members to attend the National Association of Regional Councils Washington Policy Conference, March 23-27, 2002.

 

D.      Consider and act upon approval of TARC Association fees for 2001-2002 in the amount of $18,333.67.

 

E.      Consider and act upon approval of the following as recommended by the Bexar Area Agency on Aging:

 

1.      Bexar Area Agency on Aging Area Plan Update

2.      FY2002 TDOA Carry-over Closeout Report

3.      Vendors for the Bexar Family Caregiver Support Program (NFCSP)

4.      Ratify the Texas Department on Aging (TDoA) FY2002 Budget

5.      Authorization to issue a Request for Proposal for Grandparent Program

6.      Authorization to apply for Regional Access Planning (RAP) Grant FY2002

 

F.      Consider and act upon the following as recommended by the Alamo Senior Advisory Committee:

 

1.      Ratification of Area Agency on Aging budget submitted to TDOA on December 10, 2001.

2.      Ratification of Area Plan Update Submitted to TDOA on December 10, 2001

3.      Approval of new position for Caregiver Care Coordination program

4.      Approval to finalize Caregiver Vendor applications

5.      Authorization to apply for Regional Access Planning  (RAP) Grant FY 2002.

 

G.     Consider and act upon approval to purchase equipment for the Regional Law Enforcement Academy.

 

H.      Consider and act upon approval to renew current maintenance agreement for GIS in the amount of $9,106.

 

I.         Consider and act upon contracting with Doron Precision Systems in the amount of $4,000 for the installation of three driving simulators.

 

J.       Consider and act upon change to AACOG Personnel Policies as it relates to the Holidays.

 

A Motion was made by Mayor Heath, seconded by Mr. Ague approval of the items on the consent agenda.  Mr. Edward Albrecht recommended to pull item I for discussion.  Mr. Albrecht inquired on the contracting with Doron Precision Systems stating that the memo indicates two simulators instead of three.  Mr. Notzon clarified that there will be a total of three simulators, which includes two new ones and one already purchased.  After consideration, a Motion was made by Mayor Ramirez, seconded by Mayor Heath approval of item I.  The motion carried unanimously.

 

The next item was to consider and act upon the following Committee Reports:

 

A.      Management Committee:

 

1.      Consider and act upon approval for the Executive Director to negotiate with Verian Technologies for the purchase of purchasing software in the amount not to exceed $53,000.

 

2.      Consider and act upon responses on the AACOG Personnel Management System.

 

3.      Consider and act upon health insurance for AACOG Employees.

 

4.      Consider and act upon approval to use appropriated funding of $170,000 through a Request for Proposal for assessment and placement of ozone monitors within the San Antonio Metropolitan Statistical Area as requested by the Texas Natural Resource Conservation Commission (TNRCC).

 

5.      Consider and act upon approval for the creation of the following positions:

 

a.       Job Access and Reverse Commute Specialist

b.       Commute Solutions Intern

c.       Workforce Center Manager

 

6.      Consider and act upon authorization for the Executive Director to:

 

a.       Respond to the Alamo Workforce Development, Inc.  Request for Proposal for the management and operation of Workforce Development Centers in the Workforce Development area.

b.       Allocate funds to respond to the Alamo Workforce Development, Inc. Request for Proposal

 

Mayor Ramirez stated the Management Committee recommends approval of items 1-6.  After consideration, the Motion carried unanimously.

 

B.      Air Improvement Resources Committee

 

Mayor Patrick Heath reported on the Air Improvement Resources Committee meeting.  No action required.

 

C.      Area Judges Committee

 

Judge Deborah Herber reported on the Area Judges Committee.  No action required.

 

D.      Planning and Program Committee

 

Commissioner John Kight stated the Committee recommends approval of the following membership:

After consideration, the Motion carried unanimously.

Dean Danos stated the Committee recommends favorable review on items A – G.  After consideration, a Motion was made by Judge Montgomery, seconded by Judge Sagebiel, favorable review.

 

The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:

 

A.                 Texas Parks and Wildlife Department.  “Edwards Aquifer Recharge Land Acquisition. Funding:  State Wildlife Grant Program:  $3,180,000.

 

Mr. David Carrothers stated the Committee recommends favorable review on item A.  After consideration, a Motion was made by Mr. Ague, seconded by Mr. Albrecht, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon the following as recommended by the Criminal Justice Advisory Committee:

 

A.      Texas Municipal Police Association.  “Family Violence and Sexual Assault Investigation Course.”  Funding:  Violence Against Women Act (VAWA), Criminal Justice Division Office of the Governor:  $449,794.

Mr. David Harris stated the Committee recommends favorable review on items B, D, E, F, G and H and unfavorable review on items A and C. After consideration, a Motion was made Judge Sagebiel, seconded by Judge Evans approval of the Committee’s recommendation.  The Motion carried unanimously.  Next, Mr. Harris stated the Committee recommends favorable review on items I – O.  After consideration, a Motion was made by Judge Evans, seconded by Mayor Ramirez, favorable review.  The Motion carried unanimously.  Next, Mr. Harris stated the Committee recommends favorable review on items P – HHH.  After consideration, a Motion was made by Mayor Ramirez, seconded by Judge Sagebiel, favorable review.  The Motion carried unanimously. 

 

The next item was to consider and act upon the following as continuation projects as recommended by the Criminal Justice Advisory Committee:

 

A.      Rape Crisis Center, "Law Enforcement Training." Funding:  $100,000 Violence Against Women Act, Criminal Justice, Office of the Governor.

 

B.      Wilson County, "Violence Against Women Prosecution Program." Funding: $95,808 Violence Against Women Act, Criminal Justice Division, Office of the Governor.

 

C.      Guadalupe County, "Special Prosecution Project." Funding: $60,116 Violence Against Women Act, Criminal Justice, Office of the Governor.

 

D.      Comal County Family Violence Shelter, "Legal Advocacy Project." Funding: $100,000 Violence Against Women Act, Criminal Justice, Office of the Governor.

 

E.      Bexar County, "Domestic Violence Against Women." Funding: $99,913 Violence Against Women Act, Criminal Justice, Office of the Governor.

David Harris stated the Committee recommends approval of the continuation projects. After consideration, a Motion was made by Judge Sagebiel, seconded by Mr. Albrecht, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon appointments to the Alamo Area Development Corporation.

 

A Motion was made by Judge Evans, seconded by Judge Sagebiel the appointment of Commissioner John Kight to the AADC Board.  The Motion carried unanimously.
