Mayor Marcy Meffert called the meeting to order at 1:00 p.m.
Roll call was taken and a quorum established.
The next item was Citizens to be heard.
Jim Tobin, Chair of the Bexar Senior Advisory Committee made a presentation to the Board of Directors.
Next, Mr. Notzon gave his Executive Directors Report.
The next item was to consider the following on the Consent Agenda.
Items on the consent agenda are considered being of a routine nature and may require only limited discussion. The items listed on consent agenda, other than A, have been reviewed by the Management Committee and they recommend approval. Any member of the Board may request that items be removed from the Consent Agenda and considered separately for purpose of discussion and voting.
A. Consider and act upon approval of the January 29, 2003 Minutes.
B. Consider and act upon the following status reports:

2. Recoveries
3. Income Statement
4. Balance Sheet
5. Board Expenditures
6. Intrado Lawsuit
C. Consider and act upon Public Funds Investment Act policies.
D. Consider and act upon approval of the following positions:

2. Amendment to the 2003 Pay Schedule
F. Consider and act upon approval for AACOG to renew its contract with Texas Alcohol and Drug Testing Service (TADTS) for Rural Public Transportation alcohol testing for FY 2003.
G. Consider and act upon proposed FY 2003 Vendors for the Access and Family Caregiver Support Program.
H. Consider and act upon amendments to the FY 2002-2004 Transportation Improvements Program – TRACS Review.
A Motion was made by Mayor Ramirez, seconded by Commissioner Guadarrama approval of the items on the consent agenda. The motion carried unanimously.
Committee Reports:
A. Management Committee:
1. Consider and act upon approval of AACOG health insurance and vision plan.
2. Consider and act upon authorization for the Executive Director to submit proposals for Congestion Mitigation and Air Quality (CMAQ) funds to the Metropolitan Planning Organization (MPO) in an amount not to exceed $2.5 million dollars.
3. Consider and act upon approval of contract with PBS & J for Pre-Disaster Mitigation project.
Mayor Ramirez stated the Management Committee met and recommended approval of above items. After consideration, the Motion carried unanimously.
B. Air Improvement Resources Executive Committee
Mayor Heath reported on the AIRCO meeting. No action required.
D. Area Judges
Judge Garcia reported on the Area Judges meeting. No action required.
E. AADC
Mayor Ramirez reported on the AADC meeting. No action required.
F. Planning and Program
Commissioner Kight reported on the Planning and Program recommendations. He indicated that the Committee recommends approval of 2003 officer and new appointments to the Alamo Senior Advisory Committee and new member to the Rural Transportation Advisory Committee. After consideration, the Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Regional Health and Human Services Advisory Committee:
A. South Texas Rural Health Services, Inc., “Community Migrant Health Center”. Funding: $1,853,282 U.S. Dept. of Health and Human Services
B. Bexar County Housing and Human Services, “Bexar County Substance Abuse Program”. Funding: $500,000 Substance Abuse and Mental Health Services Association
C. Bexar County Juvenile Board, “New Beginnings for Young Women”. Funding: $449,311 Substance Abuse and Mental Health Services Association
D. University of Texas at San Antonio, “Trio-Upward Bound - Holmes & Southside High School”. Funding: $383,365 U.S. Dept. of Education
Dean Danos stated the Committee recommends favorable review on items A through D. After consideration, a Motion was made by Commissioner Guadarrama, seconded by Mayor Heath, favorable review. The Motion carried unanimously.
The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:
A. City of La Vernia City Park. “Improvements to La Vernia City Park.” Type: Texas Park and Wildlife Department – Texas Recreation & Parks Account Small Community Grants Program. Funding: $100,000.
B. Community Development Loam Corporation. “CDLCL/UUHAC – Rehabilitation of Five Older Homes Renovated & Zoned for Commercial Use at the corner of W. Poplar and Lewis St. in San Antonio.” Type: Economic Development Administration/Construction Grants.
C. City of Castroville. “Renovation of Castroville Regional Park.” Type: Texas Parks and Wildlife – Texas Recreation & Parks Account Small Community Grants Program. Funding: $78,000.

Mr. David Carrothers stated the Committee recommends favorable review on item A though E. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez, favorable review. The Motion carried unanimously.

Mr. David Harris stated the Committee recommends favorable review on items A through L, K through OO and RR through CCC. After consideration, a Motion was made by Mayor Heath, seconded by Judge Evans, favorable review. The Motion carried unanimously. Mr. Harris stated the Committee recommends unfavorable review on item M. After consideration, a Motion was made by Mayor Heath, seconded by Judge Evans unfavorable review. There were three opposed. Mr. Harris stated the Committee recommends no funding on items PP and QQ. After consideration, a Motion was made by Mayor Ramirez, seconded by Judge Quinney to accept the Committee’s recommendation for no funding. The Motion carried unanimously.
The next item was to consider and act upon approval of AACOG Standing Committee’s.
A Motion was made by Judge Quinney, seconded by Mayor Heath, approval of the AACOG Standing Committee’s. The Motion carried unanimously.
The next item was to consider and act upon request from City of Castroville on Landmark Inn.
Mr. Notzon stated a request from the City of Castroville was received asking for AACOG’s support to keeping the Landmark Inn in the City of Castroville as a Texas Parks and Wildlife Administered Site. After consideration, a Motion was made by Commissioner Elizondo, seconded by Judge Quinney authorization to support the Landmark Inn. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned.
