Commissioner Lyle Larson called the meeting to order at 1:10 p.m.
Roll call was taken and a quorum established.
Mr. Notzon gave his Executive Director’s Report.
The next item was to consider
and act upon the following items on the consent agenda:
A. Consider and act upon approval of the January 24, 2001 Minutes.
B. Status Reports:
1. Grants
2. Recoveries
3. Income Statement
4. Balance Sheet
5. Board Expenditures
6. Health Insurance
C.
Consider and act upon approval of the Accounting Policies and Procedures.
D. Consider and act upon approval of the following:
1. Adoption of the Public Funds Investment Policies
2. Appointment of the Public Funds Investment Policy Officer
E.
Consider and act upon approval of the membership renewal with the Texas
Association of Counties in the amount of $500 for one year.
F. Consider and act upon authorization to release a Request for Proposal for Offset and Digital Printing.
G. Consider and act upon the following as recommended the Metropolitan Planning Organization:
1. Amendments to the FY 2000-2003 TIP TRACS Review
2. Amendments for the FY2001 Unified Planning Work Program (UPWP)
A Motion was made by Mayor Heath, seconded by Millikin approval of the items on the consent agenda. The Motion carried unanimously.
The next item was to consider and act upon the following committee reports:
A. Management Committee
1. Consider and act upon the following Personnel Items:
a. Information System Coordinator (for TWIST)
b. Career Readiness Facilitator
c. Child Care Resource Specialist
d. Litter Abatement
Commissioner
Tommy Adkisson stated the Committee recommends approval of the position creation
for items a and b. The
Committee also recommends approval of item c and d.
There was no change in pay group. After
consideration, the Motion carried unanimously.
2. Consider and act upon authorization to submit the following proposals to the Texas Department of Transportation:
a. Proposal in the amount of $200,000 for coordination between Rural Transit Districts and Elderly and Disabled programs, social service providers, other public transit providers, and other modes of travel such as the Job Access/Reverse Commute program offers
b. Proposal in the amount of $250,000 that assists in the incorporation of Intelligent Transportation system (ITS) technologies.
Commissioner
Tommy Adkisson stated the Committee recommends approval of items to submit the
above mentioned proposals to the Texas Department of Transportation.
After consideration, the Motion carried unanimously.
3. Consider and act upon authorization to purchase Vehicles for the 5311 Rural Public Transportation Program through Texas Department of Transportation Capital Earmark monies.
Commissioner
Adkisson stated the Committee recommends approval to purchase Vehicles for the

After consideration, the Motion carried unanimously.
4. Consider and act upon authorization of the FY 2001 distribution of funds as recommended by the Bexar Allocations Committee.

Adkisson stated the Committee approval of the FY 2001 distribution of funds as
recommended by the Bexar Allocations Committee. After consideration, the Motion carried unanimously.
5. Consider and act upon approval to act upon responses from the following Request for Proposals.
a. Office Supplies
b. Digital Copier Equipment
Commissioner
Adkisson stated the Committee recommends approval to act upon responses on the
above mentioned Request for Proposals. After
consideration, the Motion carried unanimously.
B. Area Judges Committee
Commissioner Millikin reported on the Area Judges Committee. No action required.
C. Alamo Area Development Corporation
Judge Sagebiel reported on the Alamo Area Development Corporation meeting. No action required.
D. Air Improvement Resources Committee
Mayor Heath reported on the AirCo meeting. No action required.
E. Legislative Committee

Judge Montgomery reported on the Legislative Committee meeting and recommended approval of items 1-6. After consideration, the Motion carried unanimously.
F. Audit Committee
Commissioner Guadarrama reported on the Audit Committee Meeting. No action required.
The next item was to consider and act upon the following as recommended by the Health and Human Services Advisory Committee:
A. Intercultural Development Research Association. “Bilingual Education: Training for all Teachers.” Funding: Federal: $235,14.
B. Intercultural Development Research Association. “Youth Engaging Academically.” Funding: Federal: $172,398.
C. Bexar County Community Supervision and Corrections Department. “Treatment Alternative to Incarceration Program.” Funding: Federal: $501,160, Applicant: $171,449 Total: $672,609.
D. City of Fredericksburg. “Emergency Medical Services.” Funding: Federal: $19,927, Applicant: $303,000, Gillespie County: $303,000. Total: $625,927.
E. Southwest Foundation for Biomedical Research. “Extramural Research Facilities Construction.” Funding: Federal: $1,066,691, Applicant, $266,673, Total: $625,927.
F. JOVEN. “Community Board Abstinence.” Funding: Federal: $391,762; Applicant: $40,800; Total: $432,562.
Ms. Toni Van Buren stated the Committee recommends favorable review on items A through F. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Heath approval of the Committee’s recommendation. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Economic Development Environmental Review Committee:
A. Kelly AFB. “Kelly Field Annex at Lackland AFB. Type: Environmental Assessment/Update
B. City of Lytle. “Texas Capital Fund.” Type: Infrastructure and Real Estate Program Funding: $739,600.
C. Bexar County Department of Housing and Human Services. “USDA Rural Housing Development. Type: Pre-Application for Housing Rehabilitation/Preservation. Funding: $125,000.
Mr. David Carrothers stated the Committee recommends favorable review and consensus to proceed on items A, B. and C. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez approval of the Committee’s recommendation. The Motion carried unanimously.

Mr. David Harris stated the Committee recommends approval. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez approval of the Committee’s recommendation.
The next item was to consider and act upon support on legislation to allow counties the option of holding court at Texas Criminal Justice Institutions.
Mr. Notzon stated staff recommends approval to support on legislation to allow counties the option of holding court at Texas Criminal Justice Institutions. After consideration, a Motion was made by Mayor Ramirez, seconded by Mr. Albrecht approval of the staff’s recommendation. The Motion carried unanimously.
The next item was to consider and act upon appointment of board member the Alamo Area Development Corporation Committee.
The Board of Directors recommended that Judge Deborah Herber be appointed to the Alamo Area Development Corporation. After consideration, a Motion was made by Judge Garcia, seconded by Judge Evans the appointment of Judge Herber to AADC Committee. The Motion carried unanimously.
The next item was to consider and act upon approval of the Standing Committees.
Mr. Notzon stated staff recommends approval of the Standing Committee’s as presented. After consideration, a Motion was made by Commissioner Elizondo, seconded by Mayor Ramirez approval of the Standing Committee’s. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned.
