The meeting was called to order by Mayor Marcy Meffert at 1:10 p.m.

 

Roll call was taken and a quorum established.

 

Mr. Notzon gave his Executive Director’s Report.

 

The next item was to consider the following items on the consent agenda.

 

A.      Consider and act upon approval of the July 24, 2002 Minutes.

 

B.      Consider and act upon the following Status Reports:

 

1.      Grants

2.      Recoveries

3.      Income Statement

4.      Balance Sheet

5.      Board Expenditures

6.      Texpool Quarterly

 

C.      Consider and act upon approval of a Memorandum of Understanding (MOU) between the Alamo Area Council of Governments and The Texas Department of Housing and Community Affairs.

 

D.      Consider and act upon membership renewal with The Greater San Antonio Chamber of Commerce in the amount of $460.00 for one year.

 

E.      Consider and act upon the following as recommended by the Bexar Senior Advisory Committee:

 

1.      Proposed vendors for personal assistance, homemaker and respite

2.      Aging Texas Well AAA Community Readiness Orientation/Training Grant - $5,000 with a 25% match

3.      FY02 year end re-allocations

4.      Release Request for Proposal for a $120,000 “Capacity Building Grant”

5.      Release Request for FY03 Vendors

 

F.      Consider and act upon submitting a resolution for the State Planning Grant.

 

G.     Consider and act upon releasing a request for proposal for AACOG fiscal depository for FY 2003-2004.

 

H.      Consider and act upon approval of the Criminal Justice Youth Education Grant program funds to be appropriated for the purchase of approximately 400 DNA coding kits as part of AACOG’S DNA LifePrint Program.

I.         Consider and act upon request to allocate funding for meteorological modeling refinement in an amount not to exceed $35,000.

 

J.       Consider and act upon Amendments to the FY 2002-2004 Transportation Improvement Program- TRACS Review.

 

K.      Consider and act upon approval of the FY 2003 Unified Planning Work Program.

 

 

A Motion was made by Mayor Ramirez, seconded by Mayor Dubinski approval of the items on the consent agenda.  The Motion carried unanimously.

 

The next item was to consider the following Committee Reports:

 

A.      Management Committee:

 

1.      Consider and act upon the following a recommended by the Alamo Senior Advisory Committee:

 

a.       Additions to the vendor list for the Caregiver Support Program

b.       Budget reallocations in the amount of $38,617

c.       Request by Community Council of South Central Texas to transfer funds within categories in the amount of $12,500

 

2.      Consider and act upon recommendations from the Solid Waste Advisory Committee on Solid Waste Pass Through Grants.

 

3.      Consider and act upon the following recommendations from Rural Public Transportation:

 

a.       Acceptance of the FY 2003- 5311 TxDOT Rural Pubic Transportation Contract and Budget in the total amount of $825,464.00.

b.       Authorization for the Executive Director to enter into contracts and allocations of FY 2003 – 5311 Operation Funds to counties in the amount of $515,855.00.

c.       Authorization for the Executive Director to contract with Struthoff Company, Inc as contractor for the Kerrville Transportation Center in the bid amount of $751,763.00.

 

4.      Consider and act upon approval of the following positions:

Judge Raymond Ramirez stated the Committee recommends approval of the recommendations from the Management Committee.  Judge Henneke questioned contracting with Struthoff Company indicating that they are not the best-qualified bidder.   Judge Henneke opposed from the vote. 

 

B.      Air Improvement Resources Committee

 

Mayor Patrick Heath reported on the Air Improvement Resources Committee meeting indicating that the Committee approved the Clean Air Plan.

 

C.      Area Judges

 

Judge Herber reported on the Area Judges Committee meeting indicating that the Area Judges took action regarding Rural Public Transportation subcontractors.

 

D.      Planning and Program

 

Commissioner John Kight reported that the Planning and Program Committee approved the recommendation from the Bexar Senior Advisory Committee to delete Article V – Subcommittees, E. Seniors and Lawmen Together (SALT) from the By-Laws.

 

E.      Community Relations

 

This committee will be meeting after the Board meeting and will have a report at their next meeting.

Toni Van Buren stated the Committee recommends favorable review on items A through UU, with the exception of K.  After consideration, a Motion was made by Mayor Ramirez, seconded by Commissioner Kight approval of the recommendation.  Ms. Van Buren indicated that item K has been waived with comments.

 

The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:

 

A.            University of Texas at San Antonio.  “Environmental Protection-Consolidation Research Field and Modeling Studies to Elucidate the Role of Gas Diffusion.”  Type: Environmental Protection Agency (EPA).  Funding: $444,804.67.

B.            Sirius K9 Services, Inc.  “Construction of Building & Kennel Facilities.”  Type:  United States Department of Agriculture (USDA).  Funding:  $255,200.  

           

C.            Longhorn Volunteer Fire Department.  “Longhorn VFD Station & Community Park Construction In Southern Guadalupe, County.”  Type:  United States Department of Agriculture (USDA)- Rural Development.  Funding:     $101,000.

 

D.            Texas Natural Resource Conservation Commission.  “Non-Point Source Implementation Grants.”  Type:  Environmental Protection Agency.  Funding:  $7,678,038.00.

 

E.            Railroad Commission of Texas.  “Pollution Prevention Grants Program Exploration, Development, Production, and Transportation of Crude Oil and Natural Gas.”  Type:  Environmental Protection Agency (EPA).  Funding:  $128,590.

 

David Carrothers stated the Committee recommends favorable review with conditions on items A and B. and favorable review on items C, D and E.  After consideration, a Motion was made by Judge Pawelek, seconded by Judge Montgomery, to accept the Committee’s recommendation.  The Motion carried unanimously.

 

The next item was to consider and act upon the following as recommended by the Criminal Justice Advisory Committee:

 

A.            National Campaign to Stop Violence, “Do the Write Thing Challenge #1”. Funding: $99,999 Criminal Justice Division

 

B.            National Campaign to Stop Violence, “Do the Write Thing Challenge #2”. Funding: $50,000 Criminal Justice Division

 

C.            Bexar County Criminal District Attorney’s Office, “Cash Asset Research Team (CAST)”. Funding: $296,449 Bureau of Justice Assistance

 

Mr. David Harris stated the Committee recommends favorable review on items A, B, and C.  After consideration, a Motion was made by Judge Montgomery, seconded by Judge Evans, favorable review.  The Motion carried unanimously.

 

The next item was to consider and act upon Closed Landfill Study as recommended by the Solid Waste Advisory Committee.

 

Ms. Georgia Zannaras stated staff recommends approval of a resolution accepting the Closed Landfill Inventory for the AACOG Region.  After consideration, a Motion was made by Judge Montgomery, seconded by Mr. Mull approval of the resolution.  The Motion carried unanimously.

 

The next item was to consider and act upon authorizing the Executive Director to implement Amber Alert in the AACOG region.

 

Aurora Gonzalez stated staff recommends authorizing the Executive Director to implement Amber Alert in the AACOG Region.  After consideration, a Motion was made by Mayor Heath, seconded by Mayor Dubinski approval to implement Amber Alert in the AACOG region.

 

The next item was to consider and act upon nominating Mayor Patrick Heath as 1st Vice President to the Texas Association of Regional Councils.

 

A Motion was made by Judge Montgomery, seconded by Commissioner Guadarrama approval to nominate Mayor Patrick Heath as 1st Vice President to the Texas Association of Regional Councils.   Mayor Heath abstained from the vote. 

 

The next item was to consider and act upon acceptance of the Comprehensive Economic Development Strategy (CEDS).

 

Claude Guerra stated staff recommends acceptance of the Comprehensive Economic Development Strategy (CEDS).  After consideration, a Motion was made by Mayor Heath, seconded by Judge Evans approval of the CEDS.  The Motion carried unanimously.

 

The next item was to consider and act upon draft population projections to the South Central Texas Regional Water Planning Group.

 

No action required.

 

The next item was to consider and act upon any recommendations to the Regional Focus Group.

 

Mr. Notzon stated that the Regional Focus Group will be meeting after the Board meeting.  No action.
