The meeting was called to order by Mayor Marcy Meffert at 1:00 p.m.
Roll call was taken and a quorum established.
Mr. Notzon gave his Executive Director’s Report.
The next item was to consider and act upon the following items on Consent Agenda.
A. Consider and act upon approval of the March 27, 2002 Minutes.
B. Consider and act upon the following Status Reports:
1. Grants
2. Recoveries
3. Income Statement
4. Balance Sheet
5. Board Expenditures
6. Tex Pool Quarterly
C. Consider and act upon approval of the Cost Allocation Plan.
D. Consider and act upon approval for staff and board members to attend NARC’s 36th Annual Conference & Exhibition, June 21-25, 2002 in Tucson, Arizona.
E. Consider and act upon responses for long distance service.
F. Consider and act upon the following as recommended by the Alamo Senior Advisory Committee:
1. Budget revisions
2. Approval of RFP’s for Caregiver Special Initiative funding
3. Additions to the vendor list for Caregiver Program
G. Consider and act upon the following as recommended by the Bexar Senior Advisory Committee:
1. Budget revisions for FY 02
2. Allocation of USDA funds
3. Health Screening Vendor
4. Additions to the vendor list for Caregiver Program
5. Approval of the following Request for Proposals:
a. National Family Caregiver Support Program Grandparent Grant
b. National Family Caregiver Support Program Capacity Building Grant
H. Consider and act upon the following as recommended by Rural Public Transportation:
1. To purchase two propane vehicles for “Elderly & Persons with Disabilities Grant Program” – Section 5310.
2. To purchase three propane vehicles for the Vehicle Capital Replacement Program - Section 5309.
3. Reapplication for Rural Public Transportation 5311.
Upon Motion by Mayor Ramirez, seconded by Commissioner Larson, the items on the consent agenda were unanimously approved.
The next item was to consider and act upon the following Committee Reports:
A. Management Committee:
1. Consider and act upon recommendations of the Solid Waste Advisory Committee on the Solid Waste Pass-Through Grants.
Mayor Ramirez stated the Committee recommends approval of the Solid Waste Advisory Committee recommendation that that the 2002-2003 combined funding to fund all of the eligible projects as determined by the Solid Waste Advisory Committee. An amount of $80,870 will be added to second round of project solicitation for the San Antonio Area and Rural Counties. The Committee recommended approval contingent on the Committee’s approval that $54,000 be allocated for Bandera County once eligibility has been determined by the Solid Waste Advisory Committee. Mayor Meffert abstained from the vote. The Motion carried.
2. Consider and act upon approval to create the following positions:
a. Administration File Clerk
b. Criminal Justice Specialist – Grants
Mayor Ramirez stated the Committee recommends approval to create the above mentioned positions. The Motion carried unanimously.
B. Air Improvement Resources Committee
No action required.
C. Area Judges
Judge Herber stated the Area Judges Committee recommends approval of a resolution for the counties of Atascosa, Bandera and Medina should remain eligible for Texas state CDBG program funds set aside for Colonias through the modification of legislation at the federal level. The Board members discussed the resolution and recommended table this item until clarification is made on which counties are eligible.
D. Planning and Program
Commissioner Kight stated that the Committee recommends approval of new appointments to the Solid Waste Advisory Committee, the Alamo Senior Advisory Committee and Bexar Senior Advisory Committee. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Regional Health and Human Services Advisory Committee:
A. El Centro del Barrio, “Expanded Medical Capacity, PIN 2002-06”. Funding: $866,001 US Department of Health and Human Services.
B. El Centro del Barrio, “ISDI Development PIN 2002-11”. Funding: $1,082,534 US Department of Health and Human Services.
C. The Children’s Shelter, “Project Better Future Teen Outreach Program (TOP)”. Funding: $215,252 US Department of Health and Human Services.
D. The Children’s Shelter, “Juvenile Mentoring Program”. Funding: $219,996 Office of Juvenile Justice Delinquency Prevention.
E. Southwest Winners Foundation, “Young Winners Leadership Training Program”. Funding: $292,519 US Department of Health and Human Services.
F. Texas Department of Health, “TDH Bioterrorism Hospital Preparedness Program”. Funding: $8,328,119 Health Resources and Services Administration.
G. The University of Texas at San Antonio, “Academy for Teacher Excellence”. Funding: $2,999,799 US Department of Education.
H. City of San Antonio, “Single Portal Entry-web-based access to seamless child system”. Funding: $1,499,835 Department of Community Initiatives.
I. Alamo Area Community College District, “E-Force Cyber Center for Small Business”. Funding: $1,217,416 National Telecommunications and Information Administration.
J. University of Texas Health Science Center at San Antonio, “ Project Success Longitudinal Study”. Funding: $351,751 Substance Abuse and Mental Health Services Administration.
Toni Van Buren stated the Committee recommends favorable review on items A-D, F, G, I, and J. After consideration, a Motion was made by Judge Henneke, seconded by Mr. Mull, favorable review. The Motion carried unanimously. Ms. Van Buren stated the Committee recommended unfavorable review on item E due to lack of information. Ms. Van Buren stated that the Committee has received more information on the application and now recommends favorable review. After consideration, a Motion was made by Commissioner Larson, seconded by Judge Sagebiel, favorable review. The Motion carried unanimously. The Committee recommended to table item H until next month.
The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:
A. St. Mary’s University. “Minority Science and Engineering Improvement Program.” Funding: U.S. Department of Education: $49,989.
B. Texas Parks and Wildlife. “Sport Fish Restoration-Freshwater.” Funding: U.S. Fish & Wildlife Service: $32,300.
C. Texas Water Development Board. “Capitalization Grants for Drinking Water State Revenues.” Funding: U.S. Environmental Protection Agency: $74,428,440.
Mr. David Carrothers stated the Committee recommends favorable review on items A, B, and C. After consideration, a Motion was made by Commissioner Larson, seconded by Mr. Ruckman, favorable review. The Motion carried unanimously.
The next item was to consider and act upon approval of a Resolution in support of Older Americans Month as recommended by the Alamo Senior Advisory Committee.
Pastor Ernie Lantz stated that both the Alamo and Bexar Senior Advisory Committee’s recommend approval of a Resolution in support of Older Americans Month and that the Bexar Senior Advisory Committee recommends approval of an Ombudsman Day Proclamation. After
consideration, a Motion was made by Commissioner Larson, seconded by Commissioner Kight approval of the Committee’s recommendations. The Motion carried unanimously.
The next item was to consider and act upon approval of a Resolution in support of Fair Housing Month.
Mr. Notzon stated the Committee recommends approval of a resolution in support of Fair Housing Month. After consideration, a Motion was made by Mayor Ramirez, seconded by Judge Herber approval of the resolution. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Criminal Justice Advisory Committee:
A. Comptroller of Public Accounts,” Prosecution of Prison Crimes.” Funding $1,547,996, Criminal Justice Planning Fund, Criminal Justice Division, Office of the Governor.
B. Family Forward, “Wrap Around Services for Children.” Funding $154,318, Juvenile Justice Delinquency Prevention Act, Criminal Justice Division, Office of the Governor.
C. Family Forward, “Building Bright Futures.” Funding $141,440, Juvenile Justice Delinquency Prevention Act, Criminal Justice Division, Office of the Governor.

David Harris stated the Committee recommends favorable review on items A, G, H, K-X, Z – GG. After consideration, a Motion was made by Commissioner Larson, seconded by Mr. Albrecht, favorable review. The Motion carried unanimously. Next, Mr. Harris stated the Committee recommends unfavorable review on item B., due to cost per child is considered high, no local statistics provided and stipends exceed rate. A Motion was made by Judge Montgomery, seconded by Mr. Albrecht unfavorable review unless local statistics are provided. Judge Evans opposed. The Motion carried. Next, Mr. Harris stated the Committee recommends unfavorable review on item C. due to concerns on securing funds for remaining portion on salaries and no local statistics provided. After consideration, a Motion was made by Judge Montgomery, seconded by Judge Quinney, unfavorable review unless concerns on securing funds for remaining portion of salaries and local statistics are provided. The Motion carried unanimously.
Mr. Harris stated the Committee recommends unfavorable review on items D – F, due to the program not meeting federal requirements for target populations. After consideration, a Motion was made by Judge Sagebiel, seconded by Judge Evans unfavorable review unless the program meets federal requirements for target populations. The Motion carried unanimously. Next, Mr. Harris stated the Committee recommends unfavorable review on item I., due to the program not meeting the federal requirements for target populations nor principals of effectiveness. After consideration, a Motion was made by Judge Henneke, seconded by Judge Herber, unfavorable review. The Motion carried unanimously. Next, Mr. Harris stated the Committee recommends unfavorable review on item J, due to a duplicate application. After consideration, a Motion was made by Judge Herber, seconded by Mayor Ramirez, favorable review with the condition that the applicant verifies that there is non-duplication on item K. The Motion carried unanimously.
The next item was a presentation on Trauma Care by Jeff Turner – University Health System.
The next item was an Executive Session to discuss the Executive Director’s Performance Evaluation.
After Executive Session, the Committee recommends approval of the Executive Director’s performance evaluation.
There being no further business to discuss, the meeting was adjourned.
