The meeting was called to order at 1:05 p.m. by Mayor Raymond Ramirez.
Roll call was taken and a quorum established.
There were no citizens to be heard.
Mr. Notzon gave his Executive Director’s report noting several meeting dates and upcoming events.
The next item was to consider the following items on the consent agenda.
Items on the consent agenda are considered being of a routine nature and may require only limited discussion. The items listed on consent agenda, other than A, have been reviewed by the Management Committee and they recommend approval. Any member of the Board may request that items be removed from the Consent Agenda and considered separately for purpose of discussion and voting.
A. Consider and act upon approval of the April 28, 2004 Minutes.
B. Consider and act upon approval of the following Status Reports:
1. Grants
2. Recoveries
3. Balance Sheet
4. Income Statement
5. Board Expenditures
C. Consider and act upon authorization for the Executive Director to negotiate with vendors resulting from reverse auctions for office supplies, office furniture, and paper products.
D. Consider and act upon approval of membership dues renewal with the National Association of Regional Councils in the amount of $7,500.
E. Consider and act upon approval to create a new position of Criminal Justice Specialist for the Emergency Preparedness Program.
F. Consider and act upon approval to submit the following grant applications to the Department of Health and Human Services –Administration for Children and Families:
1. Program for At-Risk Youth in the amount of $50,000.
2. Program for Rural Counties in the amount of $50,000.
G. Consider and act upon authorization for the Executive Director to execute the T-mobile USA, Inc. Phase II Amendment to E9-1-1 Service Agreement.
H. Consider and act upon approval to transfer $43,000 of State funds for FY 2004 from the 5311 Administration budget to the 5311 Operations.
I. Consider and act upon amendments to the FY 2004-2006 Transportation Improvement Program – TRACS Review.
Mr. Notzon requested that item B. be pulled for discussion. Mr. Notzon stated that the memo indicates that the fringe rate would be effective January 1, 2005 and should be effective January 1, 2004. Judge Barden also requested to pull item E for discussion. Judge Barden inquired on the new position for Criminal Justice. Mr. Notzon indicated that the position is for Emergency Preparedness. After consideration, a Motion was made by Mayor Leonhardt, seconded by Mayor Heath approval of the items on the consent agenda. The Motion carried unanimously.
The next item was the following Committee Reports:
A. Management Committee:
1. Consider and act upon approval of the following FY 05 Solid Waste Pass Through Grants as recommended by the Solid Waste Advisory Committee:
a. City of San Antonio. “Education and Training Program.” Funding: Texas Commission on Environmental Quality: $44,327.00.
b. City of San Antonio. “Litter and Illegal Dumping Cleanup for Magnetic signs, drain inserts for river outlets, trash enclosures and containers.” Funding: Texas Commission on Environmental Quality: $77,173.00.
c. City of San Antonio. “Collection truck with a tipper and a conveyor belt and a shredder.” Funding: Texas Commissioner on Environmental Quality: $133,500.00.
d. Bandera County. “Recycling Trailer, advertising and public notices.” Funding: Texas Commission on Environmental Quality: $25,430.00.
e. City of Kerrville. “Trash Can Dumper.” Funding: Texas Commission on Environmental Quality: $3,693.50.

Mayor Dubinski stated the Management Committee recommends approval of the recommendations from the Solid Waste Advisory. After consideration, the Motion carried unanimously.
2. Consider and act upon approval of the Juvenile Accountability Block Grant application in the amount of $72,384 with the cash match to be provided by the participating counties.
Mayor Dubinski stated that the Management Committee recommends approval of the Juvenile Accountability Block Grant application in the amount of $72,384. After consideration, the Motion carried unanimously.
3. Consider and act upon approval of the following as recommended by the Alamo Senior Advisory Committee:
A. Budget Revisions
B. Budget Transfers
C. Approval of change in unit rate to incorporate mileage for Caring Companions
Mayor Dubinski stated that the Management Committee recommends approval of the recommendations from the Alamo Senior Advisory Committee. After consideration, the Motion carried unanimously.
4. Consider and act upon the following as recommended by the Bexar Senior Advisory Committee:
A. Proposed FY04 Medication Management Vendor.
B. To explore funding opportunity from the Environmental Protection Agency Aging Initiative for training, innovation, outreach and education in the amount of $25,000.
C. To purchase school supplies under the Family Caregiver Program in an amount not to exceed $24,990.
D. Subcontractor Capital Equipment Requests.
E. Requests from Alamo Hearing Impaired Senior Citizens Center and San Antonio Housing Authority.
F. Distribution of FY04 Carryover Funds.
Mayor Dubinski stated the Management Committee recommends approval of the recommendations from the Bexar Senior Advisory Committee. After consideration,

B. Area Judges
Commissioner Millikin reported on the Area Judges meeting. No action required.
C. Legislative Committee
Commissioner Millikin reported on the Legislative Committee meeting. No action required.
D. Planning and Program Development Committee
Commissioner Kight reported on the Planning and Program Development Committee. He indicated that the Committee recommends approval of amendments to the Housing Advisory bylaws and the appointment of Marcy Meffert to the Criminal Justice Advisory Committee. After consideration, the Motion carried unanimously.
E. Alamo Area Housing Finance Corporation
Judge Garcia reported on the Alamo Area Housing Finance Corporation meeting. No action required.
F. Community Relations Committee
Molly Pruitt stated that the Community Relations Committee recommends approval of the following awards for 2004:
1. Regional Citizen of the Year – Jimmy Hasslocher
2. Corporate Citizen of the Year – The GEO Group, Inc., Karnes County Correctional Center
3. Community Project of the Year – Habitat for Safe Seniors
4. Governmental Regional Project of the Year – Brooks City-Base (BC-B) and The Bexar County Small, Minority, and Women-Owned business Enterprise (SMWBE) Program
After consideration, the Motion carried unanimously.
G. TARC 2004 Conference Committee
The Committee will meet after the Board meeting.

Bobbie Lesser stated the Committee recommends approval the items A – F. After consideration, a Motion was made by Mayor Heath, seconded by Judge Evans, favorable review. The Motion carried unanimously.

Judge Quinney stated the Committee recommends favorable review. After consideration, a Motion was made by Judge Evans, seconded by Senator Van de Putte approval of the Committee’s recommendation. The Motion carried unanimously.
The next item was to consider and act upon the following as recommended by the Housing Advisory Committee:
A. TRACS Application for a $100,000 USDA Housing Preservation Grant for Rural Development Housing Rehabilitation Assistance in Karnes County.
Bill Montez stated the Committee recommends approval of the TRACS application. After consideration, a Motion was made by Judge Quinney, seconded by Judge Garcia approval of the TRACS application. The Motion carried unanimously.
The next item was to consider and act upon approval of the following as recommended the Alamo and Bexar Senior Advisory Committee’s:
A. TRACS application from Southwest Texas Network for Atascosa, Bexar, Edwards, Karnes, Real, and Uvalde Counties in the amount of $1,352,388.
Maggie Schreier stated that the Alamo and Bexar Senior Advisory Committee’s recommend approval of the TRACS application. After consideration, a Motion was made by Judge Evans, seconded by Mayor Heath approval of the TRACS application for both Bexar and Alamo Area Agency on Aging. The Motion carried unanimously.
The next item was to consider and act upon authorization for the Executive Director to enter into an employment/contract agreement with San Antonio Urban Area Securities Initiative Working Group (Comal County, Bexar County and City of San Antonio).
Mr. Notzon stated staff recommends approval to enter into an employment/contract agreement with San Antonio Urban Area Securities Initiative Working Group (Comal County, Bexar County and City of San Antonio). After consideration, a Motion was made by Commissioner Elizondo, seconded by Judge Garcia approval of the staff’s recommendation. The Motion carried unanimously.
The next item was an Executive Session:
Pursuant to 551.074 of the Texas Government Code, an Executive Session will be held to discuss the Executive Director’s Performance Evaluation.
Consider and act upon approval of the Executive Director’s Performance Evaluation.
The Committee met in Executive Session to discuss the Executive Director’s Performance Evaluation. After consideration, a Motion was made by Mayor Dubinski, seconded by Commissioner Elizondo a 3% merit increase and 1% into his retirement funds. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned at 2:10 p.m.
