The meeting was called to order at 1:00 p.m. by Mayor Raymond Ramirez.
Roll call was taken and a quorum established.
There were no citizens to be heard.
Next, Ms. Arriaga have the Executive Directors Report.
The next item was to consider the following on the consent agenda:
Items on the consent agenda are considered being of a routine nature and may require only limited discussion. The items listed on consent agenda, other than A, have been reviewed by the Management Committee and they recommend approval. Any member of the Board may request that items be removed from the Consent Agenda and considered separately for purpose of discussion and voting.
A. Consider and act upon approval of the March 3, 2004 Minutes.
B. Consider and act upon the following Status Reports:

C. Consider and act upon authorization for the Executive Director to negotiate with vendors resulting from reverse auction for print and reproduction.

I. Consider and act upon authorizing staff and board members to attend the National Association of Regional Councils 38th Annual Conference and Exhibition, June 26-30, 2004.
J. Consider and act upon approval of grant application for funding from the City of San Antonio Consolidated Funding Pool for Human Development Services in the amount not to exceed $80,000.
A Motion was made by Mayor Meffert, seconded by Judge Garcia approval of the items on the consent agenda:
The next item was the Committee Reports:
A. Management Committee:
1. Consider and act upon approval of Padgett Stratemann 2003 audit fees and budget revision.
Mayor Meffert stated the Committee recommends approval of the amendment to the Padgett Stratemann 2003 audit fees in the amount not to exceed $12,000. This additional amount includes the GASB 34 conversion and implementation. Mayor Meffert also stated that the Committee recommends approval of the Board General budget revision to include the additional $12,000. After consideration, the Motion carried unanimously.
2. Consider and act upon authorizing the Executive Director to submit a 12-month extension for expenditure of the 2002-2003 and the 2004-2005 Air Quality planning grant monies available from the Texas Commission on Environmental Quality.
Mayor Meffert stated the Committee recommends approval for the Executive Director to submit a 12-month extension. After consideration, the Motion carried unanimously.

Commissioner Millikin reported on the Airco meeting. No action required.
C. Area Judges Committee
Commissioner Millikin reported on the Area Judges meeting. No action required.
D. Planning and Program Committee

Commissioner Kight stated the Committee recommends approval. After consideration, the Motion carried unanimously.
E. Alamo Area Development Corporation
Commissioner Kight reported on the AADC meeting. No action required.

Gloria Arriaga reported on the TARC Conference Committee. No action required.
The next item was to consider and act upon approval of the following as recommended by the Economic Development Environmental Review Committee:
A. 433rd Airlift Wing, Lackland AFB, Bexar County. “Establishment of a C-5 Formal Training Unit. Type: Environmental Impact Study.
B. Acorn Partners LTD. “Consolidation of Nursery Business.” Type: Business and Industry Loans: $1,900,000.
Claude Guerra stated the Committee recommends consensus to proceed on item A. and favorable review on item B. After consideration, a Motion was made by Mayor Meffert, seconded by E.Z. Mull approval of the Committee’s recommendation. The Motion carried unanimously.

Aurora Sanchez stated the Committee recommends favorable review on items A through JJ. After consideration, a Motion was made by Mayor Meffert, seconded by E.Z. Mull, favorable review. The motion carried unanimously.
The next item was to consider and act upon approval of the following resolutions:
A. Recognizing April 2004 as Fair Housing Month.
Rose Jackson stated staff recommends approval to recognize April 2004 as Fair Housing Month. After consideration, a Motion was made by Judge Evans, seconded by Mr. Korus, approval of staff’s recommendation. The Motion carried unanimously.
B. Affirming the Submission of the Section 8 Management Assessment Program Certification (SEMAP) to the U.S. Department of Housing & Urban Development.
Rose Jackson stated staff recommends approval of the Section 8 Management Assessment Program Certification (SEMAP) to the United States Department of Housing and Urban Development. After consideration, a Motion was made by Commissioner Adkisson, seconded by Mr. Korus approval of the staff’s recommendation. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned at 1:20 p.m.
