The meeting was called to order at 1:00 p.m. by Mayor Raymond Ramirez.
Roll call was taken and a quorum established.
Next item on the agenda was Citizens to be Heard.
T.J. Richard from COSA addressed the Board of Directors on a series of Workshops for Police Bike Patrol and extended an invitation to the rural counties to participate in the workshops.
The next item was the Executive Directors Report.
Mr. Notzon presented his Executive Directors Report to the Board of Directors. Mayor Heath also briefed the Board members on the NARC Conference in Washington, D.C.
The next item was to consider the following items on the Consent Agenda.
Items on the consent agenda are considered being of a routine nature and may require only limited discussion. The items listed on consent agenda, other than A, have been reviewed by the Management Committee and they recommend approval. Any member of the Board may request that items be removed from the Consent Agenda and considered separately for purpose of discussion and voting.

M. Consider and act upon authorization for the Executive Director to execute the Commission on State Emergency Communications (CSEC) Addendum for the Contract for 911 Services FY 2004 and FY 2005.
N. Consider and act upon authorization for the Executive Director to execute the Kendall County and Boerne Police Department 911 Public Safety Answering Point (PSAP) Agreement.
O. Consider and act upon the following as recommended by the Metropolitan Planning Organization:
1.Amendments to the FY 2004-2006 Transportation Improvement Program – TRACS Review.
2.Amendments to the FY 2004-2005 Unified Planning Work Program – TRACS Review.
A Motion was made by Mayor Meffert, seconded by Mayor Heath approval of the items on the consent agenda. Judge Kendall recommended that item I be pulled for discussion. Judge Kendall inquired on the Budget Transfers and recommended that anything over $500 be submitted to the Board of Directors for approval. After consideration, a Motion was made by Judge Barden, seconded by Commissioner Guadarrama approval of item I. The Motion carried unanimously.
The next item was to consider the following Committee Reports:
A. Management Committee:
1. Consider and act upon authorization for the Executive Director to negotiate with vendors for vehicle maintenance.
Commissioner Adkisson stated the Committee recommends approval for the Executive Director to negotiate with vendors for vehicle maintenance. After consideration, the Motion carried unanimously.
2. Consider and act upon approval of the Solid Waste Pass Through Grants as recommended by the Solid Waste Advisory Committee.
Commissioner Adkisson stated the Committee recommends approval of the Solid Waste Pass Through Grants as recommended by the Solid Waste Advisory Committee. After consideration, the Motion carried unanimously.
3. Consider and act upon approval of the recommendation from the Air Improvement Resources Committee regarding final selection of the contractor to maintain and operate the AACOG Ozone and Meteorological Monitoring Network.
Commissioner Tommy Adkisson stated this item would be considered under the AIRCO report.
B. Air Improvement Resources Executive Committee
Commissioner Millikin stated the Committee recommended that Air Quality Solutions, Inc. be the contract recipient for maintenance and operation of the AACOG Ozone & Meteorological Monitoring Network for 2004-2005. The Motion carried unanimously.
C. Area Judges
Commissioner Millikin stated the Committee recommended approval for the Executive Director to execute the proposed Addendum and Amendment with the counties of Atascosa, Bandera, Frio, Gillespie, Karnes, Kendall and Wilson for the Contract Applicable Law and 251.5 FY04 Management and Disposition of Equipment with regards to 9-1-1 operations. The Motion carried unanimously.

Commissioner Kight stated the Commissioner recommends approval of membership, REPAC Bylaws, Revisions to the AACOG Academy Basic Peace Officer Cadet Rules and Regulations Manual and the AACOG Regional Law Enforcement Academy Staff Policy & Procedures Manual. After the consideration, the Motion carried unanimously.

Judge Quinney reported on the AAHFC meeting. No action required.

David Carrothers stated the Committee recommends consensus to proceed with comment on item A, favorable review on items B – F, and consensus to proceed on item G. A Motion was made by Commissioner Elizondo, seconded by Commissioner Adkisson approval of item A with the change to include recommendation and not contingent upon in the comments. A Motion was made by Commissioner Elizondo, seconded by Mayor Meffert favorable review on items B-F and consensus to proceed on item G. The Motion carried unanimously.

Judge Quinney stated the Committee recommends approval of the funding allocations as presented on the matrix. After consideration, a Motion was made by Judge Quinney, seconded by Commissioner Williams approval of the funding allocations. The Motion carried unanimously.
The next item was to consider and act upon approval to transfer $7,000 from Congregate to Home Delivered Meals for Comal County Senior Citizen Center as recommended by the Alamo Area Agency on Aging.
Maggie Schreier stated staff recommends approval to transfer $7,000 from Congregate to Home Delivered Meals for Comal County Senior Citizen Center. After consideration, a Motion was made by Commissioner Milliken, seconded by Senator Van de Putte approval of the transfer. The Motion carried unanimously.
The next item was to consider and act upon changes to AACOG Personnel Policies as they relate to overtime compensation, compensatory time, and holidays worked.
Mr. Notzon stated staff recommends approval of the changes to the AACOG Personnel Policies as they relate to overtime compensation, compensatory time and holidays worked. After consideration, a Motion was made by Commissioner Williams, seconded by Judge Quinney approval of the changes to the AACOG Personnel Policies. The Motion carried unanimously.
There being no further business to discuss, the meeting was adjourned at 2:50 p.m.
